Mr. Ye is a founding member of Pacific Enterprise Capital, a company board of managers member and CTO. He combines a rich background in China telecommunications with business operations skills acquired over the past 18 years to evaluate the company’s technology-based investments and applications.

Before joining Pacific Enterprise Capital, Mr. Ye was chief technology director for GTE China. He was responsible for technology assessment and selection, network design, forecasting capital requirements and operating expenditures and designing network management platforms. He played a major role in developing GTE’s wireless joint venture company and was GTE’s chief in-country engineer to China Great Wall’s four-city CDMA commercial trials. Mr. Ye played a major in the development of the Guangtong national fiber trunk network, only the second nation-wide network to be built at the time. In Shanghai, he was GTE’s lead engineer to determine the feasibility of converting the city’s CATV network from one-way broadcast to two-way interactive.

Before joining GTE, Mr. Ye was systems engineering director for ComStream Corporation, a U.S. provider of advanced digital satellite transmission equipment. He oversaw network design, capital expenditure forecasts and operation support services. Mr. Ye was the company’s lead engineer to close sales with China’s Ministry of Radio, Film and TV, the Shanghai Stock Exchange, the Shanghai Metals Exchange, Xinhua News Agency, China National Petroleum Corporation, the Dalian Commodities Exchange and the Ministry of Foreign Trade.

Prior to joining ComStream, Mr. Ye was an engineer at the Chinese Academy of Space Technology where he was responsible for satellite networking, telecommunications and software development projects. He graduated from Tsinghua University with a B.S. in electrical engineering. Mr. Ye also holds an M.S. in satellite communications from the China Academy of Space Technology.
