Oscar (Oz) Pieper

Mr. Pieper advises Pacific Enterprise Capital on the application of transactional security solutions in China. The transactional security field is one of China’s fastest-growing industries. Several potential investment opportunities in China possess some element of transactional security as a key feature of their respective value propositions.

Mr. Pieper is a successful entrepreneur, business executive and leader in the transactional security solutions industry. He is currently advising several high technology security solution providers in private industry and government. Mr. Pieper is especially experienced and dedicated to the field of identity management for financial transactions.

In 1971, Mr. Pieper founded Identicator, Inc., a medium-technology company with some 60 products in the traditional field of fingerprint. As CEO, he expanded company deployment to over 50,000 terminal installations worldwide. In November, 2001, Identicator merged with Armor Holdings, a NYSE-listed company.

In 1976, Mr. Pieper founded ATM Service Corporation, a provider of new servicing concepts for ATM machines in the financial industry. ATM eventually merged with a publicly-held company. In 1980, Mr. Pieper founded Confirm Technology, a company created in conjunction with SRI International to create signature dynamic security solutions for the payment industry. In 1991, Mr. Pieper founded and became CEO of Identicator Technology, a high-technology solutions company providing positive user authentication security systems for the Internet, intranet and payment applications. Identicator Technology merged with Identix, a publicly-held company.

Mr. Pieper is the founder of the International Biometrics Industry Association. He also founded, along with Microsoft, IBM, Compaq and Novell, Bio API. Mr. Pieper is a frequent speaker at national industry events and high-technology seminars. In May, 1998, Mr. Pieper appeared as an expert witness before the U.S. House of Representatives committee on banking and financial services to address the issues of identify theft, biometric solutions and the “future of money”. Mr. Pieper graduated from the University of Colorado with a B.S. in business finance.
